The Challenge of Sovereign Manufacturing

Designing a sovereign chip is necessary but not sufficient. A chip designed on original IP but manufactured in a foreign facility under foreign regulatory control remains vulnerable to supply chain interference, export control exposure, and production dependency. True silicon sovereignty requires that the manufacturing capability itself be sovereign — or at minimum, that a credible pathway to sovereign production exists.

Aterna has built that pathway.

Phase 1: USA ITAR-Compliant Facility

Aterna’s manufacturing partnership with a USA-based ITAR-compliant production facility provides the foundation for G1 Production (Q4 2026) and FIL-ASIC tape-out (Q4 2027). The USA facility operates under US International Traffic in Arms Regulations — ensuring that Aterna’s manufacturing process meets the highest standards for controlled technology handling, and that the supply chain is insulated from adversarial interference.

Phase 2: Saudi Arabia Fabrication Bridge (2028)

Beginning in 2028, Aterna will initiate a strategic manufacturing transfer to Kingdom-based facilities in partnership with local industrial partners. This is not a technology transfer in the conventional sense — it is a full manufacturing bridge: the tooling, process documentation, trained personnel, and quality systems to produce FIL-ASIC silicon within the Kingdom of Saudi Arabia

The Saudi Arabia Fabrication Bridge is a direct contribution to Vision 2030’s goals for a domestic technology manufacturing base — and the culmination of Aterna’s commitment to genuine, end-to-end silicon sovereignty.
